A Government Liaison
Analysis of C4ADS data holdings on Evro Polis and subsidiary companies, including leaked data, shows that despite being the leader of a paramilitary organization, Yevgeny Prigozhin’s spent most of his time interfacing with non-military elements of his network and engaging with high-level Russian government officials. This pattern suggests that Prigozhin functioned more as a brand leader and government liaison than a military leader.
Among government officials, Anton Eduardovich Vaino, chief of staff of the Presidential Executive Office, stands out as one of Prigozhin’s most consistent interlocutors. This frequent contact likely served as Prigozhin’s primary conduit to President Vladimir Putin.
Other prominent figures in Prigozhin’s calendar include high-ranking military officials such as Sergei Shoigu (Minister of Defense until 2024) and Valery Gerasimov (Chief of the General Staff). Multiple deputy ministers of defense also feature heavily, particularly Ruslan Tsalikov and Dmitry Bulgakov.
Within Prigozhin’s own organization, his most frequent contacts were figures like Anna Prozorova (real estate interests), Yulia Kholodkova (finance overseer), and Valery Chekalov (the Wagner Group’s logistics chief). Notably, Andrei Troshev, identified in internal documents as the Wagner Group’s director, seems to have been Prigozhin’s primary liaison with the paramilitary wing, appearing far more often than field commander Dmitry Utkin or his subordinates.
